An LTC is a license to carry. That's when the state legislature voted to use this term instead of a “concealed weapon license.” LTC, what's the difference? CHL stands for concealed weapon license and “LTC” means license to carry. In Texas we only have one permit and now it's called a license to carry or “LTC”, we no longer use the term concealed weapon license “CHL”. Moving to Texas from another state doesn't require a permit, background check, or firearm registration.

While Texas recognizes concealed carry permits from any other issuing state, many states have stricter reciprocity laws. Even if you're an experienced gun owner in Texas, certain terms can be confusing or, at the very least, make you wonder if there's something you might not be fully aware of. To apply for a permit from another state, you must file an application (LTC-78A), pay the required fees, successfully complete the required training in Texas, and submit all supporting documents. For additional information on residency permit requirements, visit the Texas Department of Public Safety website.

Whether the LTC class is taken online or in person with an LTC instructor, the Texas Department of Public Safety (DPS) requires that the classroom portion last 4 to 6 hours. The Texas Department of Public Safety issues the Texas license to carry a firearm on a non-discretionary basis (“to be issued”) to all eligible and qualified applicants. For additional information on nonresident licensing requirements, visit the Texas Department of Public Safety website. They are organizing classes for concealed carry licenses for another state, which will later be recognized in Texas.

Texas now allows the classroom portion of the License to Carry a Firearm class to be completed online. You must be a legal resident of another state or you must move to Texas with the intention of establishing your residence. Texas is a minor state with concealed gun permits issued at the state level by the Texas Department of Public Safety. Under the Texas Government Code, all types of license to carry, online or in person, must be provided within Texas.

Retired and active members of the law enforcement community (e.g., judges, prosecutors, peace officers, jailers) should refer to the Texas DPS instructions here.
